Overview

President Claudia Sheinbaum has initiated domestic policy reforms and international economic engagements. On August 2, she signed a decree to expand government transparency, requiring federal agencies to publish public contract information monthly. The decree specifically mandates that the state oil company Pemex and the Federal Electricity Commission (CFE) disclose detailed data regarding their finances, subsidiaries, and corporate governance.

This measure aims for “total transparency” by strengthening the National Transparency Platform and limiting the ability of officials to withhold information. The decree removes discretionary power from individual secretaries or directors to decide what can be made public, restricting information withholding to narrow cases of public interest or national security defined by the Constitution. These changes are intended to be incorporated into a forthcoming reform of the General Transparency Law.

Following these domestic measures, Sheinbaum met with Goldman Sachs COO John E. Waldron on August 11 to discuss international market perceptions and investment opportunities related to the “Plan México” initiative. While the meeting included the Secretary of Finance, no specific agreements were disclosed.
