Mexican legislative reforms on investment and security

The Mexican Senate is reviewing several presidential initiatives aimed at reforming investment and consumer protection laws.

Initially, the Senate referred a proposal to its joint committees on Economy and Legislative Studies to expand the National Foreign Investment Commission. This initiative seeks to grant the Mexican Armed Forces a role in regulating and reviewing foreign direct investment to protect national security. The plan targets strategic sectors such as critical technologies, infrastructure, and food security, introducing special scrutiny for investments exceeding a 49 percent share of social capital in Mexican companies.

Subsequently, the Senate Economy Commission approved a draft report to reform the Federal Consumer Protection Law, which aims to prohibit gender-based price differences for equivalent goods or services unless justified by objective factors. The Commission is also set to analyze further initiatives from President Claudia Sheinbaum Pardo to reform the Foreign Investment Law and modify the Federal Penal Code and the Federal Law for the Protection of Industrial Property. These efforts are intended to monitor foreign investment through a national security lens and strengthen protections against piracy and counterfeiting.
