Overview

Public universities in Mexico are experiencing significant financial instability and administrative tension. In Guerrero, students and parents have protested against enrollment and re-enrollment fee increases, with some fees reaching 1,700 pesos. Academic leaders have reported a broader crisis, noting that the sector has lost 4.5 billion pesos in federal participation over the last decade. This decline in funding, which has fallen below inflation rates, has impacted the purchasing power of faculty and staff.

In response to these challenges, representatives from 35 public state universities, coordinated by the National Association of Universities and Higher Education Institutions (ANUIES), submitted 2025 audited financial statements and academic progress reports to the Federal Chamber of Deputies and the Superior Auditor of the Federation (ASF). While the head of the ASF noted that recent audits do not show patterns of previous “Master Fraud” embezzlement schemes, some institutions, such as the Autonomous University of Zacatecas (UAZ), continue to face severe financial distress and require state and federal aid to meet payroll and debt obligations.
