Mexican water management and regulatory scrutiny
Overview
The National Water Commission (Conagua) is facing scrutiny regarding its management of water resources and regulatory oversight in Mexico.
In Ensenada, the City Council has requested Conagua intervention to address the encroachment on federal watercourses and the assessment of risk zones following Storm Rachel, which caused fatalities and property destruction. Conagua’s Baja California director, Manuel Guerrero Luna, has faced criticism regarding his technical expertise, alongside allegations of irregular water commercialization and unverified claims of illicit payments in the Río Colorado Irrigation District.
In Gómez Palacio, Conagua issued a fine of up to 250,000 pesos to the Decentralized System of Potable Water and Sewerage (Sideapa) after discovering unauthorized wastewater discharges into the Nazas River. The discharges, potentially linked to the dairy and textile industries, caused health concerns and foul odors in neighborhoods near Torreón. Conagua has ordered the closure of the unauthorized pipe and the removal of contaminated water.
