Mexico agricultural labor certification implementation

Overview

In September 2026, Mexico’s Ministry of Labor and Social Welfare (STPS) began implementing the Labor Certificate for Agro-exportation (CLA) to formalize agricultural workers. As part of the Michoacán Plan for Peace and Justice, avocado exporters are now required to prove they provide social security through the Mexican Social Security Institute (IMSS) and offer dignified working conditions.

This certification process, managed via the VELAGRO digital platform, applies to all entities in the supply chain, including producers and packing houses. The initiative aligns with T-MEC labor obligations and is intended to expand to other agricultural products such as berries, tomatoes, and asparagus.
