In mid‑July 2026 Mexico’s Secretariat of Environment and Natural Resources (Semarnat) approved two projects under strict conditions: a beach‑restoration scheme at a hotel in Akumal, Quintana Roo, aimed at compensating up to 11.4 m of annual sand loss with dunes, artificial structures and marine sand extraction, and a 50‑MW photovoltaic park in Tekax, Yucatán, located in the Sierra de Ticul‑Punto Put bird‑conservation area. The beach plan received an 18‑month construction window and a 50‑year usage term; the solar park must be built within 24 months, operate for 50 years, and protect 26 threatened animal species and a protected plant across 159.1 ha.

Within ten days, Spain’s Ministry for the Ecological Transition dismissed the 31.5‑MW Radona II solar park in Soria after the promoter failed to provide required environmental documentation, archiving the file while Iberdrola may appeal. In Mexico, Semarnat cancelled the 2.7‑million‑m² circular‑economy development “Parque Hidalgo” in Hidalgo following a citizen consultation in which 63 % opposed the project, revoking all fiscal incentives and permits.

The trend continued in early August as further Mexican renewable projects were halted. An indigenous consultation in Hidalgo led to the cancellation of a planned photovoltaic park in Tecozautla, and the Zapotec ejido of San Pedro Comitancillo in Oaxaca blocked a large Helax complex that combined solar, wind, desalination and green‑hydrogen facilities, citing concerns over heat and water use. These actions underscore the growing influence of local and indigenous consent on renewable‑energy investments in Mexico, alongside contrasting regulatory outcomes in Spain.
