Mexico bilateral security and economic cooperation

Overview

Mexico has engaged in a series of bilateral discussions with North and Central American neighbors to strengthen security, economic, and migration cooperation.

In late September 2026, Mexican Secretary of Security Omar García Harfuch met with the Business Council of Canada to discuss enhancing intelligence, investigation capabilities, and cybersecurity. The dialogue focused on protecting investments and stabilizing North American economic activity ahead of the USMCA review.

By mid-October 2026, Mexico expanded these efforts to Guatemala. Foreign Minister Roberto Velasco Álvarez and Guatemalan counterpart Carlos Ramiro Martínez signed an updated memorandum of understanding for the Guatemala-Mexico High-Level Security Group (GANSEG) to combat organized crime. The two nations also agreed to advance a railway interconnection project via the Interoceanic Corridor of the Isthmus of Tehuantepec and move toward a single customs review process to facilitate trade and migration management.
