Mexico circular economy legislative implementation
Overview
Following the publication of the General Law of Circular Economy (LGEC) in January 2026, Mexico has entered a period of legislative harmonization. The national law requires all 32 states to align their local regulations with the federal framework within 180 days.
As of early October 2026, the legislative landscape is varied: 10 states have active laws, 11 have initiatives under review, and 11 have not yet presented proposals. The law is intended to combat rising waste levels by reintegrating materials into value chains and encouraging businesses to prioritize repairable products and low-impact materials.
In response to these national mandates, the state of Guanajuato has initiated a consultative forum to develop its own Circular Economy Law. This local effort aims to replace existing legislation with a framework that improves coordination between state and municipal authorities while providing incentives for circular production. Legislators in Guanajuato intend for the new law to address specific needs in the automotive, agro-industry, and tourism sectors.
