Mexico climate change adaptation and financing

Overview

In early October 2026, discussions regarding Mexico’s climate crisis focused on both domestic fiscal needs and international financing.

Domestically, environmental experts and organizations highlighted the financial constraints facing Mexican states and municipalities. With approximately 81.7% of state revenues dependent on federal transfers, local governments struggle to implement mitigation and adaptation policies despite Mexico warming at a rate of 1.9 degrees Celsius. Experts have called for increased corporate accountability and systemic regulatory changes to address the significant economic and human costs caused by hydrometeorological phenomena.

On the international stage, during the PreCOP31 preparatory meeting in Fiji, the Mexican delegation advocated for increased global climate finance to support the goal of limiting temperature increases to 1.5 degrees Celsius. Mexico presented its updated climate strategies, including the Nationally Determined Contribution (NDC 3.0) and the National Adaptation Plan, ADAPTA-MX, while engaging with Pacific Island nations to focus on biodiversity, ocean protection, and a just transition.
