Mexico earthquake preparedness drills

Overview

Mexico has initiated a series of earthquake drills to enhance emergency response and prevention culture. Following an institutional drill at the San Lázaro Legislative Palace on September 14, regional and municipal exercises have continued in preparation for the Second National Drill (Simulacro Nacional 2026).

On September 18, Culiacán City Hall conducted a drill involving more than 1,200 employees and citizens. Simulating a 7.1 magnitude earthquake, the exercise resulted in building evacuations in approximately six minutes and included a medical response component to test the transport of hypothetical casualties. Civil Protection coordinator Jesús Bill Mendoza Ontiveros noted that while results were favorable, the drill highlighted a need for more frequent exercises to improve response times.

The large-scale Simulacro Nacional 2026 is scheduled for Saturday, September 19, at 12:00 PM central time, aiming to strengthen protocols across all 32 states. A major feature of this national event is the deployment of a cellular alert system expected to reach over 80 million mobile devices via sound and vibration, regardless of device settings. Thousands of public loudspeakers will also be activated in high-risk zones such as Mexico City, Chiapas, Guerrero, and Oaxaca.

Regional hypotheses for the national drill include a 7.6 magnitude event in Tonalá, Chiapas; a 7.1 magnitude event near Mexicali, Sonora; and a 7.0 magnitude event in the Yucatan Peninsula. UNAM experts remind the public that while the drill date carries emotional weight due to the 1985 and 2017 disasters, seismic activity is a continuous process that cannot be predicted.
