In late July 2026, Mexico’s federal and state legislatures moved to broaden environmental protection by linking it to social and cultural rights. The Puebla state legislature advanced a constitutional amendment granting legal victim status to residents, indigenous peoples, and communities harmed by ecological damage. At the national level, the Chamber of Deputies approved a reform to the General Climate Change Law that adds the head of the Secretariat of Culture to the Intersecretarial Climate Change Commission, integrating cultural heritage into climate policy. The Green Party (PVEM) subsequently pushed further reforms aimed at municipal-level environmental management and stricter pesticide control. Federal deputy Jesús Cuanalo Araujo presented a bill to amend the General Law of Ecological Balance and Environmental Protection, which would require municipalities to create and update ecological ordering plans to address deforestation, water contamination, and soil degradation. In Veracruz, PVEM coordinator Carlos Marcelo Ruiz Sánchez announced a state reform making the use of 35 prohibited pesticides punishable by fines and potential criminal prosecution, targeting threats to aquifers and recent fish die-offs in the Papaloapan basin. By late August, enforcement and local planning intensified. In Atizapán de Zaragoza, authorities demolished unauthorized construction in a federal ravine to protect hydrological resources. In Zacatlán, Puebla, the Federal Attorney for Environmental Protection (Profepa) ordered the total and temporary closure of two forest plots in Maquixtla following the detection of unauthorized land subdivision for housing covering approximately 33,816 square meters without Semarnat permits. Municipalities also advanced long-term planning: San Miguel de Allende launched Profepa has since expanded enforcement actions. In the ‘Un Día por el Medio Ambiente’ project for reforestation and waste management; Silao began a 48-week update State of its ecological territorial planning; and San Luis Potosí introduced mandatory ecological guidelines for new real estate to mitigate Mexico, the urban heat island effect. agency imposed a partial temporary closure on the wastewater discharge system at the Continental Automotriz Lerma plant for using an expired permit and exceeding pollutant limits.
