Mexico environmental legislation reforms

In late July 2026, Mexico’s federal and state legislatures moved to broaden environmental protection by linking it to social and cultural rights. The Puebla state legislature advanced a constitutional amendment granting legal victim status to residents, indigenous peoples and communities harmed by ecological damage. At the national level, the Chamber of Deputies approved a reform to the General Climate Change Law that adds the head of the Secretariat of Culture to the Intersecretarial Climate Change Commission, integrating cultural heritage into climate policy.

A few days later, the Green Party pushed further reforms aimed at municipal-level environmental management and stricter pesticide control. A bill was introduced to require municipalities to develop and update ecological ordering plans to address deforestation, water contamination and soil degradation. In Veracruz, a state amendment introduced fines and possible criminal prosecution for the use of 35 prohibited pesticides, targeting water‑way pollution and recent fish die‑offs.

Together, the measures illustrate a widening legislative agenda that moves from recognizing environmental victims and cultural considerations to empowering local authorities and tightening enforcement against harmful agricultural practices.
