Mexico is addressing various fiscal and economic challenges related to tax compliance and the monitoring of financial transactions. While the Interbank Electronic Payment System (SPEI) has processed significant volumes of transfers, the country continues to struggle with a high reliance on cash for daily transactions. Authorities have noted that while certain digital transfers between relatives are tax-exempt under the Income Tax Law, taxpayers are encouraged to use digital methods over cash to avoid having deposits misinterpreted by the Tax Administration Service (SAT) as undeclared income. In a separate effort to curb tax evasion, President Claudia Sheinbaum has proposed announced that the 2027 Economic Package will include a proposal to establish traceability system for the Special Tax on Production and Services (IEPS) applied to fuels. This measure, intended for the 2027 Economic Package, measure aims to combat ‘fiscal huachicol’—the practice of mislabeling hydrocarbon imports to evade taxes. The proposal seeks to proposed system would allow the SAT to monitor tax payments across from the entire supply chain point of import through distribution to the final sale at gas stations to recover losses, which were estimated at approximately $16 billion in 2025. President Sheinbaum clarified that this initiative is a strengthening of control mechanisms rather than a new tax or an increase in existing rates. While she ruled out increases to the IEPS on cigarettes and alcoholic beverages, some legislators have proposed adjusting taxes on high-sodium products to promote public health. However, other deputies have dismissed rumors of broad tax hikes, stating the priority remains reducing evasion and ensuring a responsible budget.
