Mexico illicit trade and consumer protection measures

Mexican authorities and legislators are introducing measures to combat illicit trade and improve consumer protection. Initially, the Federal Consumer Protection Agency (Profeco) issued warnings regarding the risks of purchasing school supplies through unverified online platforms and social media, emphasizing the necessity of purchase receipts for refunds or guarantees.

Concurrently, legislative efforts have focused on preventing stolen goods from entering formal markets. Deputy Ivonne Aracelly Ortega Pacheco proposed a reform to the Federal Consumer Protection Law that would require pawnshops to verify ownership of pledged items through invoices or contracts, or require a sworn statement from borrowers.

Further legislative action is being prepared by Deputy Alfonso Ramírez Cuéllar to address ‘fiscal huachicol’ or fuel smuggling. This proposed package aims to strengthen customs and target the fuel supply chain, specifically focusing on high-volume consumers like gas stations and mining companies through technological tools and enhanced traceability.
