Mexico mobile banking transfer regulation updates
Overview
The Bank of Mexico (Banxico) has introduced new regulations, specifically Circular 10/2026, to simplify and standardize electronic fund transfers via mobile applications.
To improve user experience and reduce errors associated with long digit sequences, the new rules allow users to move away from strictly entering 18-digit Standardized Banking Codes (CLABE) or 16-digit debit card numbers. Instead, transfers can be facilitated using alternative identifiers such as alphanumeric aliases, QR codes, or mobile phone numbers.
Under the updated guidelines, mobile banking apps must implement a standardized four-stage process involving authentication, data entry, verification, and notification. For certain account levels (2, 3, or 4), users may associate the last 10 digits of their mobile number with their account to receive SPEI transfers upon request. Financial institutions have until December 14, 2026, to adapt their systems to these provisions.
