Mexico retirement savings system challenges

Overview

Mexico is facing administrative and demographic challenges regarding its retirement savings system (SAR). Initially, reports highlighted a significant backlog where approximately 17.4 million individual retirement accounts were assigned to administrators but lacked registered owners. This lack of registration prevented workers from selecting preferred fund administrators, receiving statements, or monitoring investments. To mitigate this, the National Commission for the Retirement Savings System (Consar) organized the ‘Feria de las Afores’ to assist workers with account verification and data unification.

Subsequent concerns shifted toward long-term systemic risks driven by demographic changes. Guillermo Zamarripa, president of the Mexican Association of Retirement Fund Administrators (AMAFORE), warned that an aging population, increased life expectancy, and high labor informality pose threats to the national economy and the pension system. Zamarripa noted that while the demographic shift is already underway, raising the retirement age may not be a viable solution if employability declines around age 55.
