Mexico steel industry protection measures

The Mexican government has implemented new measures to support the domestic steel industry through both procurement requirements and trade protections.

In late August 2026, the Secretaría Anticorrupción y Buen Gobierno (SABG) announced that domestic steel will now be included in the calculation of national content requirements for public works projects. This reform, following an initiative by President Claudia Sheinbaum Pardo, requires that the value of Mexican-made steel used in infrastructure construction counts toward mandatory national content percentages in government contracts. The specific required percentages will be determined per project based on local availability, quality, and technical needs.

Following this, the Ministry of Economy issued a resolution to impose definitive compensatory duties on hot-rolled flat iron or steel products. This antidumping measure, resulting from an investigation requested by Ternium México, S.A. de C.V., targets unfair trade practices such as price discrimination. The duties apply to various technical specifications of carbon and alloyed steel, specifically addressing imports originating from China and Vietnam.
