Michoacán peace and justice development plan

Overview

The ‘Plan Michoacán por la Paz y la Justicia’, promoted by President Claudia Sheinbaum, has moved from specific social inclusion initiatives to a broader large-scale investment strategy. Initial efforts focused on economic development and financial inclusion for indigenous women artisans. Through FINABIEN and in coordination with the Instituto Nacional de los Pueblos Indígenas, 1,699 women from Purépecha, Nahua, Afromexicano, Mazahua-Otomí, and Pirinda communities were registered for the ApoyArte credit scheme in various locations including Pátzcuaro and Zitácuaro.

Subsequent developments outline a comprehensive strategy involving over 78 billion pesos in public and private investment. This multi-billion peso plan integrates security with significant allocations for infrastructure, such as 53.3 billion pesos for highways and bridges, and 9.4 billion pesos for education. Additional funding is directed toward agricultural production, electrification, and healthcare facilities to support regional development. Recent reports indicate that the education component has already provided scholarships to over 842,000 students. In the agricultural sector, approximately 1.7 billion pesos are designated for welfare production and fertilizers. The plan also emphasizes community rebuilding through investments in culture, sports, and programs for women.

Parallel to these development efforts, the Michoacán Public Security Secretariat (SSP) reported that intelligence and prevention actions protected nearly 297 million pesos from extortion, electronic fraud, and virtual kidnapping between November 2025 and August 2026. This security effort included the rescue of 148 victims of virtual kidnapping and the detention of 52 suspects. Furthermore, the State Commission for Human Rights (CEDH) and the Michoacán Judiciary have signed a collaboration agreement to strengthen human rights policies, specifically focusing on the protection and psychological care of children and adolescents. Complementary social efforts include a national sexual and reproductive health week led by the Michoacán Health Secretariat (SSM), providing free family planning and counseling services in several municipalities.
