Micro and small enterprise trends in Peru and El Salvador

Overview

Micro and small enterprises (MYPE) remain critical drivers of economic growth in Peru and El Salvador. In El Salvador, MYPEs are increasingly participating in exports, supported by improved security and government tools. Small businesses accounted for 93% of active formal employers in 2025, though micro-enterprises saw more modest growth of 2.4% compared to a 74% increase in the broader small business segment.

In Peru, MYPEs constitute 98.9% of the formal industrial business fabric, with 198,583 formal industrial MYPEs representing a recovery to levels slightly above pre-pandemic figures. The textile and clothing sector is the largest industrial segment at 23.5%, followed by metalworking and food and beverages.

Despite industrial recovery, significant challenges regarding informality and infrastructure persist. In the Piura region, while the number of MYPEs decreased by 9.4% in 2025 compared to 2024, average annual sales rose by 15.8% and average profits increased by 13%. However, informality in Piura affects 92.6% of these businesses. Infrastructure gaps remain severe; only 56.3% of Piura's MYPEs have an operational location, and among those with premises, only 14.3% have access to potable water and 33.1% are connected to the public electricity grid. Similar high informality rates were previously noted in the Loreto region, where it affected 92.7% of MYPEs.
