Misconduct allegations in Armenian law enforcement

Allegations of misconduct and abuse of power have emerged within Armenia’s law enforcement agencies. Reports suggest that members of the Investigative Committee may be attempting to misuse their authority to cover up misconduct by investigators. Specifically, claims have surfaced that the committee intends to detain a police officer who was allegedly tortured by committee members, potentially to prevent him from testifying about the abuse. One reported incident involves an officer in uniform being assaulted by Investigative Committee staff at the Yerevan city branch office during a meeting with branch head Rafayel Vardanyan.

In response to allegations involving corruption, physical interference, and torture, Armenia’s Minister of Internal Affairs, Arpine Sargsyan, stated that the Anti-Corruption Committee is the only competent body to provide an impartial assessment. Sargsyan emphasized that while the Ministry will protect the legal rights of its officers, those who violate the law must be held accountable. Concerns have been raised that delays in transferring cases to the Anti-Corruption Committee may allow investigators to influence the direction of inquiries to favor their colleagues.
