Mobile number portability implementation in Central America

Overview

The implementation of mobile number portability (MNP) is progressing at different rates across Central America.

In Nicaragua, the Nicaraguan Institute of Telecommunications and Posts (TELCOR) has established a roadmap to make MNP operational by the end of 2027. Guided by Law No. 1223, the service is intended to be free for citizens and will follow a four-phase plan involving organization, design, testing, and production. The regulator expects this initiative to stimulate market competition and improve customer service.

Conversely, Guatemala is experiencing significant delays. While Decree 14-2025 mandated that the Superintendencia de Telecomunicaciones (SIT) issue regulations within two months of its November 2025 publication, the process is currently 250 days overdue due to stalls within various executive branches. This delay prevents Guatemalan users from switching operators without the costs associated with changing numbers.
