Moldova environmental and energy regulatory updates

The Moldovan government has introduced new regulatory frameworks aimed at environmental management and energy alignment with European Union standards.

In the energy sector, Moldova approved regulations for the verification and certification of biofuels, bioliquids, and biomass fuels. This measure establishes sustainability verification and traceability requirements throughout the supply chain. By recognizing certification schemes approved by the European Commission, the regulation seeks to facilitate easier access to the EU market and support decarbonization goals, including a target to reduce greenhouse gas emissions by 70% by 2030.

Simultaneously, the government approved a Framework Regulation for public sanitation services to unify waste collection, transport, and management. The new system mandates the gradual expansion of separate waste collection, to be fully implemented by July 1, 2028. Waste will be categorized into five main fractions—paper and cardboard, glass, plastic and metal, bio-waste, and non-recyclable waste—using a standardized color-coding system for containers. The regulation also allows municipalities to use revenues from recyclable material recovery to potentially reduce sanitation fees for citizens.
