Moldova is advancing its “Education 2030” reform through significant financial investments and structural changes. In August 2026, the government approved an implementation program for 2026–2030 involving approximately 13.5 billion lei. This funding targets modernization across all levels, including the creation of 5,000 new nursery places by late 2027 and the equipping of at least 400 schools and kindergartens. Administrative reforms to reduce bureaucracy took effect on September 1, 2026. New teacher certification regulations now allow educators to maintain certain teaching grades indefinitely after specific confirmation milestones. Additionally, the Ministry is rolling out the Electronic Catalog Information System (SICE) to all schools by the 2026-2027 academic year. To improve student assessment, the Ministry of Education and Research approved a new methodology for evaluating learning outcomes in primary classes. This framework introduces grades from 5 to 10 for fourth-grade students in core subjects like Mathematics and Languages, as well as an “Excellent” descriptor. To reduce student pressure, the rules limit evaluations to no more than two per week and exclude summative assessments for certain subjects. State Secretary Valentina Olaru noted the goal is to provide a clear framework for teachers to track progress. To address regional staffing, the Ministry has proposed a project to provide a one-time allowance of 300,000 lei to teachers who commit to teaching school subjects in the Romanian language within Gagauzia. To qualify, educators must commit to a minimum five-year period; failure to do so may require repayment of the allowance, except in cases of medical incapacity, death, or approved relocation. As the 2026 school year begins, the Ministry has addressed concerns regarding textbook availability in Chișinău, stating that local authorities had not yet reported shortages to the central fund. To combat labor shortages, the country continues to utilize dual education models, particularly in the HoReCa and food technology sectors, combining theoretical studies with practical training within partner companies.
