Overview
Moldova continues to manage fiscal challenges related to education funding and the gambling sector. To prevent personnel funding shortages, the government has approved the allocation of over 70 million lei from the state budget to local authorities for the salaries of primary, gymnasium, and high school employees. The largest portions of these funds are designated for the Ștefan Vodă district (11.8 million lei), followed by Glodeni, Drochia, and Ocnița.
In the gambling sector, authorities remain focused on the prevalence of over 7,000 unauthorized platforms, many of which are registered in tax havens such as Curaçao. This follows a period where gambling expenditures reached over 10 billion lei in 2025, accounting for approximately 2.5% of the national GDP. While the state-managed Loteria Națională reported tripled profits between 2021 and 2025, the shadow economy remains a significant concern.
To address long-term fiscal management, the Ministry of Finance has submitted a new fiscal policy project for 2027 to the IMF for consultation.
