Montenegrin military modernization and defense diplomacy
Overview
Montenegro is focusing on military modernization and international defense cooperation. Defense Minister Dragan Krapović reported that approximately 43 percent of the defense budget is dedicated to modernizing the Montenegrin Armed Forces and procuring new equipment. However, the military faces personnel challenges, currently operating at 80 percent capacity due to recruitment and retention issues.
In diplomatic efforts, Minister Krapović met with the Lithuanian Ambassador to discuss collective security and Montenegro’s role in NATO deployments. Building on these diplomatic engagements, Krapović recently met with Bulgarian Ambassador Stefan Dimitrov and envoy Colonel Hristo Hristov to strengthen bilateral defense cooperation.
During these discussions, Krapović outlined ambitious defense spending targets, noting that current allocations are expected to exceed 2% of GDP, with a long-term goal of reaching 5% of GDP by 2035. Modernization efforts are specifically targeting the improvement of aviation capabilities.
The meetings also addressed Montenegro’s pursuit of European Union membership. Krapović expressed hope for continued Bulgarian support during the final stages of EU reforms, citing potential signals of an accession agreement in 2027 as motivation for intensified reform activities. Ambassador Dimitrov commended Montenegro’s progress in the accession negotiations.
