Montenegro 2027 capital investment planning
Overview
The Government of Montenegro has outlined significant capital investments for its 2027 budget, focusing on public infrastructure, economic growth, and social welfare.
Initial approvals included a list of 28 priority capital projects totaling approximately 78.51 million euros. These infrastructure investments feature urban developments such as a 20 million euro project for a city square and garage in Žabljak, bicycle paths in Danilovgrad, and a panoramic cable car in the Municipality of Bar to support tourism. The Ministry of Finance indicated that these multi-year projects are supported by stable fiscal frameworks. The selection process for these projects involved reviewing 172 proposals, of which 47 met the necessary criteria. Other key projects include a 2.54 million euro road rehabilitation in Herceg Novi.
Following this, the government announced an additional 4.5 million euro plan specifically targeting healthcare and social welfare infrastructure. Health Minister Vojislav Šimun announced five new projects to modernize facilities, including the Berane KBC maternity ward, emergency services in Bijelo Polje, the Mojkovac Health Center, and the maternity ward at the Danilo I General Hospital in Cetinje. Additionally, 1.1 million euros is allocated for the Tivat Health Center pavilion. Finance Minister Novica Vuković framed these investments as a vital economic strategy to address demographic challenges, noting that stable public finances are a prerequisite for sustainable social policies and the country’s EU accession process.
While the Ministry emphasizes long-term system resilience, political figures have raised concerns regarding current service efficiency. Dejan Mešter, president of the Podgorica committee of the Pokret narodnog povjerenja (PNP), criticized the existing state of healthcare, noting long waiting times for diagnostic exams and a reported ‘50 percent rate of missed appointments’. Mešter suggested that infrastructure investment must be accompanied by better organizational management to ensure patients receive timely care.
