Political tension has escalated in Montenegro regarding an initiative to dismiss Speaker of Parliament Andrija Mandić. The Democratic Party of Socialists (DPS) introduced the dismissal initiative following Mandić’s decision to send a condolence telegram regarding the death of convicted war criminal Ratko Mladić. DPS leader Danijel Živković framed the move as a matter of European values, noting support for the initiative from the Bosniak Party, the Albanian Forum, and MP Sead Hadžić. In response to the scheduled September 24 extraordinary session, concerns have been raised regarding potential parliamentary obstruction. Boris Mugoša of the European Alliance criticized plans by members of the parliamentary majority to prevent a quorum—which requires 41 MPs—to block discussions on the removal. Mugoša argued that such tactics would undermine constitutional mechanisms and damage the country’s European path, noting that the removal of the Speaker only requires a simple majority of those present rather than an absolute majority of all 81 MPs. Recent developments include the sudden cancellation of a government session amid the ongoing dispute. Additionally, the DPS announced it has become the first Montenegrin party to join the new informal observer programme of the Socialists and Democrats (S&D) group in the European Parliament. While the DPS describes this as a significant step for EU integration, critics have characterized the move as a “political exaggeration” of a standard party-level cooperation arrangement.
