Following the September 23, 2026, legislative elections, the Authenticity and Modernity Party (PAM) emerged as the leading force with 97 seats. As no party secured an absolute majority, Head of Government Fatima Zahra Mansouri has begun leading consultations to build a parliamentary majority. During an extraordinary national council in Skhirat, PAM members unanimously mandated Mansouri to continue alliance negotiations. While Mansouri officially stated her rejection of a renewed alliance with the National Rally of Independents (RNI), the RNI has formally expressed its readiness to participate in the government. Meanwhile, the Istiqlal Party has voted to join the government, authorizing Secretary-General Nizar Baraka to ensure the inclusion of the party’s electoral commitments. The new governing majority in the House of Councillors is expected to consist of PAM, the Istiqlal Party, the Moroccan General Labour Union (UGTM), and the Socialist Union of Forces of Progress, while the RNI group will transition to an opposition role. The elections were marked by a low voter turnout of approximately 38%, reflecting a non-participation rate of nearly 62%. Analysts suggest this decline may be linked to domestic tensions regarding Morocco’s diplomatic normalization with Israel and the conflict in Gaza, noting a persistent crisis of confidence in political competition. The results showed a high concentration of votes among the top eight parties, which captured approximately 83 percent of the vote, potentially limiting the negotiating power of smaller parties. Regarding electoral integrity, the Presidency of the Public Prosecution reported 403 complaints, a decrease from 1,071 in 2021. Most violations involved campaign-related crimes such as violence, insults, and privacy breaches, with a noted increase in defamation via social media. Additionally, the Court of Accounts has mandated that all candidates submit detailed campaign finance accounts, including funding sources and itemized expenses, within 90 days of the results.
