Morocco higher education and school expansion plans

Overview

Morocco has initiated strategic plans to address overcrowding and regional disparities within its educational system. In late October 2026, the Minister of Higher Education, Research, and Innovation, Azzedine El Midaoui, announced a plan to establish 27 new public universities. This initiative aims to expand coverage to underserved regions such as Dakhla, Laayoune, Guelmim, and Errachidia, supported by an initial 200 million dirham investment.

Following this, the Minister of National Education, Preschool, and Vocational Training, Mohamed Nabil Benabdallah, presented a 2027 budget of 106.95 billion dirhams to the House of Representatives. The proposed budget focuses on reducing classroom overcrowding in primary and secondary schools, rehabilitating institutions, and combating dropout rates. While vocational training equipment budgets saw a slight decrease, the government intends to expand apprenticeship programs and launch the “Competencies 2030” program to improve youth reintegration.
