In response to these challenges and a demographic decline, France implemented a new “birth leave” policy on July 1, 2026. This measure provides up to two additional paid months beyond existing maternity and paternity entitlements, funded by the health-insurance system with capped daily allowances. However, the rollout has faced administrative hurdles. Recipients have reported significant delays in receiving daily allowances, with some facing waits of over 20 days. These delays, attributed to processing bottlenecks and missing documentation within the Primary Health Insurance Fund (CPAM) and the Agricultural Social Security (MSA), have forced some parents to use personal savings to cover living expenses.
Further legislative changes in France, effective September 1, 2026, aim to address long-term career impacts by allowing up to two quarters related to child-rearing to be included in the calculation of contributed duration for early retirement. This reform is estimated to allow more than 13,000 women born from 1970 onwards to retire earlier, attempting to mitigate the long-term professional and financial disadvantages faced by parents.
