Municipal authorities and community groups in Mexico, Spain, and across Latin America continue to expand pet sterilization and welfare programs. In Spain, the municipality of El Paso, La Palma, utilized 30,000 euros from participatory budgets to perform 152 free sterilizations. In Cájar, Spain, the local government conducted a rabies vaccination campaign between June 13 and July 11, vaccinating more than twenty pets. In Colombia, the Amigos con Corazón Animalista collective collected over 1,300 kilograms of pet food to support approximately 350 animals in foster care. Regional efforts in Mexico have intensified through August 2026. In Querétaro, the Secretariat of Animal Welfare hosted a welfare fair, noting over 16,000 sterilizations to date. In Cuautla, Morelos, the City Council scheduled a free sterilization campaign and Unique Pet Registry (RUM) event for August 23 to promote responsible ownership. The Dirección de Atención y Bienestar Animal (DABA) conducted campaigns in the Juárez-Casas Grandes area, including a weekend in Ciudad Juárez that sterilized over 700 pets. In Huautla, residents reported that animals were operated on using “cardboard, rags, or directly on the floor.” Similarly, in Tizayuca, Mexico, authorities intercepted individuals allegedly issuing unofficial vaccination certificates under the name ‘Aranda Pets’ and using unauthorized veterinary products stored without proper refrigeration. Broader Latin American initiatives include Argentina’s “Ambiente va a tu barrio” program in Rawson, technological upgrades in José C. Paz, and mobile operating rooms in Paraná and Olavarría. Recent developments include the European Union introducing Regulation (UE) 2026/1818 to unify standards for dogs and cats and prohibit cosmetic mutilations. In Bogotá, 11,000 free sterilization slots have been opened for September. Newer initiatives include mass sterilization campaigns in San Andrés Cholula and Isla Mujeres, Mexico, often in collaboration with PETA.
