Overview

In Ciudad Juárez, the State Human Rights Commission (CEDH) issued its fifth recommendation of the year regarding human rights violations by municipal police. The commission documented instances of excessive force and mistreatment during arrests, including a case where medical records corroborated claims of a man being beaten and subjected to asphyxiation while in custody.

To address local needs, the municipal and federal governments launched the ‘Atención a las Causas, Ciudad Juárez por la Paz’ program. In late September 2026, the initiative expanded its presence in the La Enramada neighborhood. From September 28 through October 2, municipal agencies utilized the República de Argentina Federal Primary School in the Parajes del Sur neighborhood to provide a range of services.

These services included public security, property tax information, traffic violation assistance, fumigation, and educational programs. The week-long outreach also featured mobile medical units, pet vaccinations via the Dirección de Atención y Bienestar Animal (DABA), legal advice, human rights assistance, and civil protection. The program was scheduled to conclude on October 3 with a major event at the Praderas del Cedro Blanco intersection.
