Murder of Rwandan dissident Robert Kabera in Uganda

Overview

Robert Kabera, a 50-year-old former Rwandan army sergeant major and prominent political critic living in exile, was found murdered in Uganda’s Mpigi District on October 17. His body was discovered by local residents at a eucalyptus plantation in Luwala village, approximately 45 kilometers outside Kampala.

Kabera had fled Rwanda in November 2020 and used his YouTube channel, ‘Major Robert TV’—which had over 144,000 subscribers—to criticize President Paul Kagame’s administration. While he had previously faced allegations of corruption and sexual assault in Rwanda, charges he and his family described as politically motivated ‘witch hunts,’ he had formally requested protection from Ugandan authorities in 2021.

Ugandan police spokesperson Kituuma Rusoke stated that while the body has been found, the victim’s head had not yet been recovered at the time of the report. Kabera’s brother, Victor Agaba, suggested the killing could be linked to political issues in Rwanda, noting that the deceased had no known local conflicts in Uganda.

The Rwanda National Congress (RNC) has called for a thorough investigation and for those responsible to be brought to justice, noting that the killing increases safety concerns for Rwandan exiles. The Rwandan government has not issued a public response to the incident.
