Overview

The Nagaland government moved to address regional autonomy concerns in Eastern Nagaland through the Frontier Nagaland Territorial Authority (FNTA) Bill. Following a Memorandum of Agreement signed on February 5, 2026, between the Government of India, the Nagaland government, and the Eastern Nagaland Peoples’ Organisation (ENPO), a revised version of the bill was prepared to resolve legal and constitutional questions regarding the delegation of legislative powers.

On September 3, 2026, the Nagaland Legislative Assembly unanimously passed the FNTA Bill, 2026. The legislation establishes an autonomous authority for six districts—Tuensang, Mon, Longleng, Kiphire, Noklak, and Shamator—to decentralize power and accelerate development. The new authority will consist of 62 members holding legislative, executive, administrative, and financial powers over 46 subjects.
