Potential host nations include Poland, Finland, and Lithuania. Finland has lifted its ban on the import and transit of nuclear arms, while Lithuania is debating legislation to relax constitutional prohibitions on stationing such weapons. A policy tension has emerged regarding the specific nature of participation in NATO’s ‘Nuclear Sharing’ programme. Following talks with U.S. Deputy Secretary of Defense Elbridge Colby in Brussels, Polish Deputy Defense Minister Paweł Zalewski clarified that while Poland seeks to be an active participant in NATO’s nuclear deterrence, the country does not want nuclear warheads physically present on its territory. Defense Minister Władysław Kosiniak-Kamysz has since clarified that Poland remains interested in participating in the Nuclear Sharing program and is not withdrawing from discussions regarding the nuclear dimension of deterrence. Zalewski noted that Poland has gained the opportunity to participate in the Dual Capabilities Airborne (DCA) program, which serves as a precursor to Nuclear Sharing. This stance has drawn criticism from former Defense Minister Mariusz Błaszczak, who argued that refusing the presence of warheads effectively means withdrawing from the Nuclear Sharing programme, as the initiative requires participating nations to provide infrastructure and transport capabilities for American weapons stationed on their soil. Regarding broader bilateral security, Zalewski noted that the permanent presence of U.S. troops in Poland serves American interests and indicated that Poland is considering talks are underway concerning several potential locations for permanent U.S. American military stations to host capabilities not currently available within bases, noting that the country.
