While the joint NATO operation successfully tracked and confronted the Russian vessels, preventing the completion of the exercise, no cables were damaged. Western intelligence officials expressed concern that the Kremlin may be testing NATO’s Article 5 collective defense commitment through such hybrid sabotage tactics. Following the interception, British and Norwegian officials informed Moscow of the discovery to serve as a deterrent, with Norwegian Defense Minister Tore Sandvik stating the event sent a message that attempts to target critical infrastructure will be detected.
