Nepal parliamentary legislative and accountability issues

The Nepalese parliament has faced challenges regarding legislative productivity and government accountability. Initially, the House of Representatives struggled with a shortage of legislative business, as the government had only tabled nine bills despite a pledge to introduce at least 45 during the fiscal session. This shortage led to postponed sessions and calls from Speaker Dol Prasad Aryal for party leaders to provide a steady flow of proposals.

As proceedings continued, the parliament began debating new legislation, including amendments to the Employees Provident Fund and bills regarding child labour regulation, alongside a proposed power trade agreement with India.

Parliamentary sessions have also been characterized by political tension. Lawmakers have protested government delays in the repatriation of Nepali citizens who died abroad, specifically citing issues with the Foreign Ministry. In response to these tensions and requests for greater accountability, Speaker Aryal has issued rulings requiring Prime Minister Balendra Shah and various ministers to appear in Parliament to answer specific queries.
