Netherlands infrastructure maintenance funding deficit

The Netherlands is facing a projected 80 billion euro deficit for the maintenance, renovation, and replacement of national infrastructure by 2040. Agencies such as Rijkswaterstaat and ProRail are managing substantial backlogs involving roads, bridges, locks, and waterworks. Additionally, consultancy firms have warned that local municipalities and provinces may require an average annual investment of 1.5 billion euros to replace local civil engineering works.

In response to these funding gaps, the Dutch government has signaled that maintaining existing infrastructure will take priority over new construction. Minister of Infrastructure Vincent Karremans indicated that the cabinet will implement a numerical scoring system, described as an ‘assessment framework’, to evaluate new projects and reduce regional political lobbying.

This shift toward prioritization has created uncertainty for several major projects, including the Nedersaksenlijn and improvements to the Meppel rail junction. Regional leaders have expressed concern that previous financial commitments may not be honored under this new model.
