The broader cabinet plan aims to reduce agricultural nitrogen emissions by up to 46 percent through measures such as establishing nitrogen-free zones around nature areas and targeting a limit of no more than 2.6 cows per hectare by 2035. During these demonstrations, a fatal accident occurred on the A59 motorway near Heesch; a traffic jam caused by tractors resulted in two deaths and several injuries. In response, the Dutch government, including Justice Minister David van Weel, mayors, the police, and the Public Prosecution Service (OM), agreed to a unified approach to prosecute individuals who block highways or railways. The highway fires, involving manure bales and car tires, forced Rijkswaterstaat to close lanes or entire carriageways due to smoke hazards and traffic delays. At least five farmers were arrested following protests near Breukelen. Simultaneously, the railway network experienced significant disruption. ProRail reported that pipes were deliberately attached to tracks at more than 20 locations, primarily in central and eastern rural areas, affecting local services and international connections to Germany. While the FDF organized the highway fires, they stated they do not claim responsibility for the railway sabotage, though they did not rule out the involvement of individual farmers.
