Overview
In late June 2026, the Dutch cabinet released a draft nitrogen-reduction plan proposing 0.5–1 km buffer zones around Natura 2000 sites. While Gelderland officials proposed 500-metre zones for 254 farms, leaked cabinet drafts suggested 1 km zones affecting up to 480 farms. The agricultural sector, notably Zeeland’s horticultural association, argued that most nitrogen deposition originates from ships and foreign industry. In early July, the government shifted focus to a health-oriented rule for goat farms: new residential developments must be at least 500 m from goat holdings, and new goat farms cannot be within that distance of schools, nurseries, or care facilities. Presented by Health Minister Sophie Hermans on 10 July, the measure aims to mitigate pneumonia risks while allowing sector growth, pending codification. On 17 July, North Brabant announced the withdrawal of nature permits for five poultry farms near the De Peel and Kampina protected areas after a court-ordered plan failed to meet nitrogen-reduction targets. Livestock group ZLTO called the action “asocial,” and Agriculture Minister Jaimi van Essen attributed it to prolonged inaction. Seven opposition parties requested an emergency debate for 14 August, arguing the revocation is disproportionate. By 25 July, the Provincial Executive formalised the revocation. Municipalities including Deurne, Asten, Someren, Oisterwijk, and Oirschot issued a joint letter warning the move threatens legal certainty and public trust. In August, local VVD branches in Deurne noted the complexity of the dossier, describing the revocation of long-standing permits as a highly invasive measure that undermines government reliability. By 10 August, farmers intensified protests against nitrogen policies through road blockades, including the N35 between Nijverdal and Wierden, obstructing access to the Springendal Natura 2000 area, and driving tractors on the A31 motorway in Friesland. In Lichtenvoorde, over 150 farmers delivered a formal letter of protest to the local municipality.
