Marianne Perie, co-chair of New York state’s technical advisory committee, noted that such large swings in scores are “surprising and warrant investigation.” Consequently, EdTrust-New York has called for an independent audit. Some analysts suggest the decline may be exaggerated by data calibration issues, noting a potential error in 2025 testing that may have inflated previous scores.

Debate continues regarding the cause. While some suggest changes in assessment methods or the transition to computer-based testing, others point to a lack of systemic support for students in grades 4-8. Mike Mulgrew, chief of the United Federation of Teachers, criticized the Department of Education’s implementation as “completely incompetent and irresponsible.” Despite these results, the administration intends to expand reading programs to 102 middle schools this fall.
