New Zealand migration policy developments

Overview

New Zealand is implementing various migration policy changes aimed at different segments of the international population.

Following the closure of the Entrepreneur Work Visa, the government introduced the Business Investor Visa. This pathway requires a minimum investment of NZ$1 million in an established local business, with a NZ$2 million investment providing a faster route to residency. Despite these efforts to attract capital and innovation, research indicates that immigrant entrepreneurs face significant hurdles, including difficulties securing funding, customers, and business partnerships, which has led some to consider leaving the country.

To support international graduates, Immigration New Zealand has announced updates to post-study work arrangements effective November 16, 2026. A new Short-Term Graduate Work Visa will provide up to six months of open work rights for those who have completed NZQCF Level 5, 6, or 7 qualifications through at least 24 weeks of full-time study. This visa serves as a one-time bridge to seek employment and transition to longer-term options, such as the Accredited Employer Work Visa, but it does not permit business ownership or the inclusion of partners and children.

Additionally, eligibility for post-study work visas will expand for certain Level 7 graduate diploma holders. International students who hold an eligible Level 7 graduate diploma alongside a bachelor’s degree will qualify for a work visa. Those with both qualifications may receive open work conditions, while those without a bachelor’s degree will be subject to occupation-based eligibility requirements. To qualify, the graduate diploma must be completed through full-time study in New Zealand without the use of cross-crediting or recognition of prior learning.
