Newfoundland and Labrador Churchill Falls energy deal
Overview
The Newfoundland and Labrador House of Assembly has approved a multi-billion-dollar energy agreement with Hydro-Québec. The deal involves plans for over $50 billion in hydroelectric and wind energy developments along the Churchill River.
The measure passed with a narrow 21-18 vote. Support came from the governing Progressive Conservative members and one independent, while opposition from Liberal, NDP, and other independent members centered on concerns regarding transparency, market-based pricing, and the lack of independent oversight.
While Premier Tony Wakeham stated the deal provides the province with unprecedented energy resources and decision-making power, the Innu Nation has voiced opposition. The Innu Nation argues the agreement does not provide sufficient benefits to its people while requiring them to bear the risks and impacts of development on their traditional territory. Premier Wakeham has indicated intentions to meet with Innu representatives to address these issues.
