Nigeria aviation sector reforms

Overview

In late July 2026 Nigeria’s civil aviation authorities launched a multi‑day ICAO‑led training programme to build a sustainable talent pipeline across airport operations, security, engineering and related units. At the same time, the Nigeria Civil Aviation Authority opened an investigation into a suspected scheme issuing aircraft‑maintenance engineer licences for fees far above the official cost and began scrutinising private‑jet pilots renewing licences without required simulator training. Within the following week the sector recorded its highest ever ICAO safety oversight audit score – 91.4% – a result attributed to reforms introduced under President Bola Tinubu. Minister of Aviation Festus Keyamo noted this was a significant rise from previous levels of approximately 70%.

However, the NCAA warned that a proposed amendment to the revenue‑sharing formula, which would reduce its share of aviation revenues, could undermine safety oversight and jeopardise future audit performance. The Nigerian House of Representatives is proposing an overhaul of aviation laws to redistribute funds from the Ticket Sales Charge (TSC) and Cargo Sales Charge (CSC). The amendment seeks to reduce the NCAA’s share of the TSC from 56% to 40%, while increasing the Nigerian Airspace Management Agency’s (NAMA) allocation from 22% to 40%. Lawmaker Sada Soli stated the goal is to create a “more equitable and transparent financial framework.”

On 5 August 2026 Director‑General Chris Najomo cautioned lawmakers that further reductions in the regulator’s statutory funding – chiefly the five‑percent Ticket Sales Charge that supplies about 85% of NCAA revenue – could weaken safety oversight. He reiterated the agency’s readiness for a FAA Category 1 reassessment, seeking technical assistance from the United States to restore Category 1 status, a prerequisite for carriers such as Air Peace to launch direct flights to New York.
