Nigeria energy sector development and challenges
Overview
Nigeria continues to navigate structural challenges and reform efforts within its energy sector. The power sector remains burdened by significant debt, with obligations estimated between ₦3.3 trillion and ₦4 trillion and annual increases of approximately ₦1 trillion. While government bond issuances have provided liquidity relief for generation companies, experts note these do not resolve underlying issues such as non-cost-reflective tariffs, collection inefficiencies, and gas payment arrears.
Economic data from the second quarter of 2026 indicates a 10.63 percent contraction in the electricity, gas, and steam sector, which experts warn could undermine long-term growth despite a 4.43 percent expansion in real GDP. To mitigate these risks, officials are emphasizing the importance of the Electricity Act 2023. Minister of Power Joseph Tegbe has highlighted the Act as a transformative tool that ends the federal monopoly and enables the development of 37 emerging electricity markets, aiming to provide the regulatory certainty required to attract investment.
Parallel to power sector reforms, debates persist regarding the federal government’s plan to revive state-owned refineries. While President Bola Tinubu has assured the public that refineries will resume operations, some stakeholders urge a comprehensive technical and economic assessment to determine if rehabilitating old facilities is more sustainable than investing in new projects.
Long-term strategies also include the ‘Decade of Gas’ programme to leverage Nigeria’s gas potential for industrial growth, and the National Grassroots LPG Penetration Programme, which has begun distributing cylinders to households in Akwa Ibom State to promote cleaner cooking alternatives.
