Nigeria healthcare sector development and reform

Overview

Nigeria is implementing various strategic initiatives to strengthen its healthcare sector and improve resource management.

The Nigeria Sovereign Investment Authority (NSIA) has focused on expanding healthcare infrastructure through the Nigeria Infrastructure Fund. This includes providing long-term financing for diagnostic services and strengthening pharmaceutical supply chains. Through its subsidiary MedServe, the NSIA has also advanced specialized medical services, notably the MedServe–LUTH Cancer Centre in Lagos.

Complementing these infrastructure investments, the National Health Insurance Authority (NHIA) has adopted Health Technology Assessment (HTA) to optimize healthcare spending. The NHIA is also advocating for “research sovereignty” to drive sustainable health financing. At the inaugural Nigeria Health Financing Research and Learning Forum in Abuja, NHIA Director-General Dr. Kelechi Ohiri emphasized that historical reliance on externally commissioned studies often fails to establish the “enduring policy foundations” required for long-term decision-making. The NHIA aims to lead its own research agenda to ensure studies support national priorities like mandatory insurance and equity.

To address growing financing gaps and the rise of non-communicable diseases, stakeholders are now pushing for diversified domestic funding. Experts have urged pension fund managers to treat healthcare as an asset class, calling on regulators to develop products that allow investment in healthcare infrastructure. Additionally, the NHIA is advocating for health tax reforms to bolster domestic resource mobilization. This follows the Senate’s passage of the Sugar-Sweetened Beverage (SSB) Tax Bill, which intends to channel revenues directly into primary healthcare and health promotion.
