Nigeria housing sector reform continues

Overview

In mid‑July 2026 Nigeria’s Minister of Housing and Urban Development, Engr. Muttaqha Rabe Darma, unveiled a policy framework to curb building collapses, eliminate unqualified practitioners and create a unified regulatory structure. At the Abuja Real Estate Conference the government detailed an overhaul that would make developer licensing mandatory, introduce escrow accounts for home‑buyer funds, set construction‑quality standards, require professional registration and launch a National Housing Industry Data Observatory. The plan also promised expanded mortgage financing, higher loan ceilings and a target of at least 2,000 new mortgages annually.

Industry leaders and professional bodies called for a single framework that links policy, finance, governance and expertise, stressing stronger property‑rights enforcement, transparent land administration and reliable market data. REDAN president Oba Akintoye Adeoye repeatedly urged stricter regulation to stop collapses and protect consumers, while Minister Darma highlighted the sector’s contribution of over N77 trillion to the economy in 2025 and warned of fraud and weak enforcement.

On 30 July, at a stakeholders’ validation workshop, Adeoye emphasized that weak enforcement fuels structural failures and pointed to the newly validated National Housing Data Programme as a basis for evidence‑based planning. Darma reiterated the economic importance, noting real‑estate services alone account for N41 trillion (13.4 % of GDP), and advocated Dubai‑style escrow and licensing.

At a National Housing Data Programme workshop on 2 August, Adeoye proposed a shared regulatory model in which the federal ministry licenses developers while REDAN oversees professionalism, and called for a National Developers’ Registry and continued state responsibility for land administration. Both officials said the reforms will be submitted to the Federal Executive Council for approval, aiming to boost accountability, consumer protection and housing delivery nationwide.
