Nigerian petroleum regulatory and import oversight

Overview

The Nigerian Senate Committee on Public Accounts rejected fuel import records for 2022 and 2023 provided by the Nigerian Midstream and Downstream Petroleum Regulatory Authority (NMDPRA). The committee cited significant discrepancies between NMDPRA figures and those reported by the Nigerian National Petroleum Company Ltd. (NNPCL), with some differences exceeding 50 per cent. The committee has summoned heads of the NMDPRA, NNPCL, and the Nigeria Extractive Industries Transparency Initiative (NEITI) to reconcile the data.

Concurrently, the NMDPRA introduced Revision II of the Nigerian Gas Transportation Network Code (NGTNC) to improve market efficiency and infrastructure access. The authority also established new merit-based criteria for petrol import licences. According to NMDPRA Chief Executive Mallam Rabiu Abdullahi Umar, domestic refineries now provide approximately 75 per cent of Nigeria’s petrol supply, which has reduced imports by more than half within a year.
