North American youth e-mobility safety measures
Overview
In late July 2026, health experts in Florida highlighted an 80% surge in e-bike and e-scooter injuries among children, noting frequent head and limb trauma, low helmet use, and instances of riders tampering with devices to reach 60 mph. A proposed state bill to require riders to yield to pedestrians and limit speeds near pedestrians was vetoed by Governor Ron DeSantis.
In North Vancouver, police have intensified enforcement against reckless e-mobility use. Following the seizure of an e-dirt bike from a 15-year-old performing wheelies, a father was fined $109 in August after his 12-year-old son was caught operating an e-scooter in heavy traffic. Sgt. Michael McLaughlin noted that children under 16 are legally prohibited from operating electric kick scooters on public roads, bike lanes, or bike paths. The fine was issued under the Electronic Kick Scooter Pilot Project Regulation for allowing an underage individual to operate the device.
Across Canada, Nova Scotia announced a ban on e-bike and e-scooter use for children under 14, effective this fall, as part of amendments to the province’s Traffic Safety Act. Public Works Minister Fred Tilley confirmed the restriction follows a 32% increase in e-scooter-related hospitalisations among Canadian youths (ages five to 17) during 2023-2024. Safety advocates, including Parachute Canada director Stephanie Cowle, have warned that high-speed devices can reach 70 km/h, prompting calls for stricter speed limits, helmet rules, and licensing across provinces.
