Overview

In early July 2026 the municipality of North Cowichan approved an 8.4% property-tax increase to help fund a looming $360 million infrastructure program. By early August the council was seeking additional provincial assistance for the redevelopment of the former Domtar pulp-mill site in Crofton. The mayor’s request highlighted a sharp rise in the cost of the Outfall Relocation Project—from about $27 million to $97 million—loss of a previously approved $6 million grant, and the need to secure a permanent drinking-water supply for roughly 2,600 residents. The municipality proposed repurposing the mill’s wastewater-treatment facilities and redirecting municipal wastewater to the site as a cost-saving measure, aiming to preserve industrial jobs and restore the tax base lost when the mill closed.

On 7 August 2026 the municipality formally wrote to Premier David Eby asking for provincial funding to cover the water-supply and infrastructure components of the Crofton redevelopment. The letter reiterated the goal of keeping the property an industrial employment centre, transferring part of Domtar’s water allocation, and using the existing wastewater-treatment plant to avoid the expensive outfall relocation, while aligning the project with the province’s Look West growth strategy.
